Budget time is bonus time for some top civil servants in Latvia

The Latvian Television programme "What's happening in Latvia?" (KNL) reported a month ago on the large bonuses being paid to top civil servants at some government ministries – even as the government prepares a budget that stresses the need for cost savings in many areas.
